Hi Bill. I had the same issues - I ended up downgrading the WinPCap to version 2.3 ( I was using 3.0) and the problem went away. I see from others in the newsgroup that beta 3.1 works also,

Running Microsoft Windows 2000 [Version 5.00.2195] with WinPcap 3.0.
While attempting to use ethereal to capture packets for the first time, I get the following message in a pop-ups:
V0.10.1:
Can't get list of interfaces: PacketGetAdapterNames: The operation completed successfully
V0.10.2:
Can't get list of interfaces: PacketGetAdapterNames: not enough storage
Any ideas on how to get around this?
