This (MUTEX problem) is a known WinPCAP 3.1 beta error. It will be fixed in
the WinPCAP 3.1 (not the beta version) release, promised shortly.

You can try using either WinPCAP 2.3 or 3.0 in the meantime, or you can wait
till 3.1 is released.
