You can have it by installing Linux on your machine. :-)

The notion of a loopback interface on which you can capture packets is, as Andrew Hood notes, not a concept present on Windows, although Linux, the BSDs, and Digital UNIX do have it.

The notion of starting a capture without binding to a particular interface, which is how the Linux "any" device works, is, as far as I know, specific to Linux.

(And, yes, as Andrew notes, you computer's clock is a year off....)
