Depends.  If you've read Stevens or Comer, then you can pass GO.  If not, or you do not know who Comer/Stevens is, then you need to read either or both of the books.

I found Mark Miller's Troubleshooting TCP/IP book handy as well.  But it assumes you know about TCP/IP suite.

Finally, there are many many resources available online that can teach you this stuff.  The problem is that there are many sites with erroneous information and you'll never be sure you're being taught correctly unless you know the subject already.  Bit of a recursive problem there!
