What were you doing when you were trying to start it as root? Perhaps it wasn't actually starting it as root. (Starting it as an account with administrative privileges - i.e., as a user in group "admin" - isn't sufficient.) 

If you do

	sudo ethereal
you *are* starting it as root, i.e. the Ethereal process is running with an effective user ID of 0.
