Did he really write the words "upgraded" and "Win2000" in the same
sentence?

Most assuredly he meant "downgraded" to experiment with a more primitive
technology or to run an app whose developers were not sophisticated
enough to port to Linux?

Anyone note the latest "worst so far" security freeway into M$ code 
that they were forced to confess and patch today?  Sigh.
