I got ethereal and winpcap to work using the following:

 

I noticed in the registry that the packet key did not have a enum value.

 

After modifying this to a comparable working machine and restarting.

 

Using windump.exe -i 4 (my adapter) i was able to capture packets and then crtl-c to stop windump

 

Then start ethereal and select the corresponding adapter and the program works.

 

It has something to do with initializing the adapter before starting ethereal.
