Meaning that you have to go through bureaucratic hoops for each file, 
or meaning that somehow IBM considers that one more problematic than 
other stuff you've contributed?

I've done a cut-and-paste to produce packet-dcerpc-initshutdown.[ch], 
and checked it in.  I have no captures on which to test it, so I don't 
guarantee that I got it right.
