The latter.  I'm only approved for updates to existing files.

I'll try it out.  But just the fact that you've done it (created the new
file with real code in it), I can work on it... :-)

No, but the hoops are high enough (and I have to do a double-twisting
somersault) that it's not worth it.  If it ever becomes a real roadblock
preventing my work, I'll consider it.  For now, patching existing code is
enough...
