1) Identify the goals
2) Write a proposed addendum to the License
3) Discuss it
4) goto 2)
5) Write to all the people in the AUTHORS file and ask for consent
   (with some introdution as to the why)

Corrections, additions, some writeup of 1 and maybe 2 are encouraged.

I found out that "pro" means "instead of" (as in proconsul). Now I know
what proactive means.
