I am one of the core developers of Wireshark and let me answer your question. Wireshark does not nor will it ever collect any kind of tracing information or capture data or telemetry information.
The only communication that currently is coming to our servers is, when you start the application, a query if there is a new version of the application.
All the information captured with Wireshark solely remains on the system where Wireshark is running.

Our privacy office is conducting a review of Wireshark to be used for teaching purposes. While we understand that Wireshark will be used to capture and analyze network traffic at our institution, would any of this information captured be going to Wireshark/retained with Wireshark?
