Well, both. For RELOAD the same type of XML configuration file can be received
inside a ConfigUpdate RELOAD message (and thus changing the configuration of the
dissector), inside an HTTP response (thus changing the configuration of the
RELOAD dissector from inside the HTTP dissector) or can be passed as parameter
for the RELOAD dissector.
