Note the newer version of nmake in the banner. This may or may not be the problem. Other than that I suspect something odd with the cygwin Perl, but what it is I don't know. It may be due to multiple incompatible Perl installations as your error messages seem to be reminiscent of conflicting shared dll issues.
Can you try (from a cygwin prompt) "perl make-version.pl".
