That looks OK for Perl, but the nmake is the one from the Platform SDK, 
which is an earlier version than that from VS2005 which you are using 
for the rest of the toolchain.

On my system I get:

Note the newer version of nmake in the banner.  This may or may not be 
the problem.  Can you try using the nmake from VS 2005?

Other than that I suspect something odd with the cygwin Perl, but what 
it is I don't know.  It may be due to multiple incompatible Perl 
installations as your error messages seem to be reminiscent of 
conflicting shared dll issues.

Can you try (from a cygwin prompt) "perl make-version.pl".
