A link on the home page is probably a good idea, but I would not recommend
removing the link from the menu. The home page is huge. And the menu is on all
pages.
Instead of "Develop", http://www.libreoffice.org/ has "Community". I do not
like that term much, but this is where one would find the ITS (through the
"Developers" page). I think many of the potential Wireshark contributors will
expect to find the tracker through the equivalent menu.
Note that I am not suggesting to use the term "contributors" (though
"Contribute" could be a good choice).
