Another possibility would to take advantage of the fact that for a vast
majority of MCCs the MNC's length is the same for all MNCs within the MCC. 
That is, we can *guess* that all the MNCs in Finland are 2 digits long because
Finland generally (today that's actually "always") uses 2-digit MNCs.

IIRC there were only a few exceptions to this rule--for example Panama has both
2- and 3-digit MNCs.

Whether this is worth the trouble is a-whole-nother question.  How often/why is
a non-official MNC being used?  Is ITU just not up to date?  In which case we
should probably just update the list.
