There is no way to know the number of MNC digits an an IMSI (the number being
indicated in a USIM elementary file).
Wireshark tries to guess based on a list of well known PLMN Id (based on ITU
E.212 spec). If the PLMN does not belong to this list, Wireshark will try to
guess and has 50% chance to fail. Maybe we should not split the IMSI if the
PLMN is unknown. Or if you take a PLMN code that collides with an existing one,
it will also fail (I do not have access to the source code right now to see in
which case you fall).
