I.e., have one of the user's preferences be the location of the user's
preferences? :-)
*Something* is going to have to be stored in a hardwired location of some sort,
as Wireshark would need to know where to look to find the location of the rest
of the preferences.

"Easily" as long as that means that, on each device, you configure Wireshark to
look for configuration information in your Dropbox folder when you first
install it. It's not going to happen automatically, for reasons that should be
obvious.
