I am afraid it is not a bug. Not "Wireshark", but "libpcap" (or winpcap) I
think you should fill a bug "here": http://www.tcpdump.org/#patches or
http://www.winpcap.org/bugs.htm

For example interface "Bluetooth monitor" (Linux only) works after sleep, etc.
But I see that network interface (eth0) stops working for me too (Linux!
[Ubuntu 12.04]). Observation: loopback interface ("lo", Linux) works after
sleep.
