I retrieved the dump file and dumpcap is waiting for a call into WinPcap to
return.  The call is pcap_findalldevs() as before, but the call stack now ends
up in a windows kernel function waiting for a signal.  There are also two
worker threads in the process, presumably created by WinPCap that are sitting
at idle.

Not much more I can do with this, it appears to be a WinPCap problem so I think
you'll need to contact the winPCap folks for support.  It is known that AV
software, e.g. Symantec and VPN clients can upset WinPCap.  Do you have any VPN
clients installed?
