Well, as I already explained Wireshark 0.99.7 was displaying the raw value of
the undecoded 3GPP-User-Location-Info attribute.
Wireshark 1.10.2, on the opposite, is decoding the byte string so as to display
the attribute content field per field. The current drawback (due to the way the
Radius dissector is currently implemented) is that you cannot anymore filter on
the raw dump.
This could be changed so as to have both the raw dump and decoded content
available, but it is definitely an enhancement bug not related to this bug at
all. Note that you will have the same behavior for any attribute being decoded
like the UMTS GTP QoS Profile, the Radius Selection mode, ...
