Numerous Changes / Fixes to DNP3 Dissector:

- Added in Basic Dissection for 'Device Attribute' data types.  This seems to
work pretty well, but support is limited at this point to the example captures
I have.
- Fixed Response decoding of IIN objects read / response (80,00) to decode the
2 bytes as 16 packed bits.  Capture attached.
- Added a bit more detail to Counter Freeze messages, in case they specify
further object types, ranges, etc.  Capture attached.
