To reproduce the problem:

1: Open the attached pcapng file (attachment #11526 [details]): "pcapng file containing
497 identical dns records with no NRBs within Wireshark".

2: Insure that the "Use DNS packet data for addresses resolution" preference is
enabled (-o dns.use_for_addr_resolution:TRUE).

3: Use Wireshark's "Save As" dialog to save a new pcapng copy of the original
file.   

4: The newly created save as file will not be able to opened by any of
Wireshark's tools.
