Then it's an X11 bug. File a bug:

Currently, Wireshark is built with GTK+, and the version it's built with is the
X11 version rather than the "native OS X" version (the latter version may not
be as well-developed as the X11 version), so you *have* to have X11 installed,
and, starting with Mountain Lion, OS X doesn't ship with an X11 optional
install, you have to install XQuartz yourself.
We're looking at switching to Qt:

whose OS X (and Windows!) support is, I think, a bit better than GTK+'s; on OS
X, a Qt version of Wireshark will *not* require X11.

XQuartz's application bundle is called XQuartz, not X11; look for "XQuartz"
rather than "X11" in Utilities.
