You should also follow RFC6282, which updates 4494. This is what Wireshark
follows too - where the PAN ID 'option' is removed.

It was written down, apologies for the incorrect original message! I'm going by
memory here so bound to make mistakes.

While a PANID is a critical part of the 802.15.4 network, the line in RFC4944
you mention is ambiguous. How does one side know if the other "knows" the
PAN-ID? For this reason RFC6282 removed that option - it now always sets those
bits to zero, which guarantees both sides made the same assumption.
