Just a follow-up: did anything further ever happen with this? And is the
attached draft in a state ready to be checked in?

If not, it's probably best to create a wiki page for the protocol, write up
what you've been able to figure out and attach what you've got. That's the
right place to leave it so that if anybody else wants to take it farther they
can find it again.
