My understanding of the 3GPP specification is that the Global-ENB-ID should be
encoded as an ASN.1 PER aligned byte string, matching our current dissection
code and the sample provided seems suspicious.
I will mark this bug as invalid for now, until we get a proof that the pcap
provided is valid, or more infomration on why our dissection would be wrong.
