From reading the drafts it seems that PCP overtakes NAT-PMP; the tracker for
draft-cheshire-nat-pmp says (none) for intended RFC status, and it states: "In
2012 NAT-PMP was superseded by the IETF Standards-Track Port Control Protocol
[PCP]. PCP builds on NAT-PMP and uses a compatible packet format, and adds a
number of significant enhancements, ...".
I guess a port preference (default 0 for NAT-PMP, 5350 and 5351 for PCP), or a
redirect in NAT-PMP to PCP (default TRUE) would be in place.
