A project to study NoTA performance required the development of a dissector for
NoTA DIP. The dissector includes two files for lower level and higher level
interconnect and packet-nota.c further includes two separate layers.

packet-nota_down.c has a "bug" on scene request. It's written by spec but the
attached capture doesn't seem to follow that. This file can be left out if it
doensn't pass tests.
