fair enough. 

Just to make clear for what it is used: ATN allows among other things to
exchange standardized messages between pilot and controller (like predefined
SMS messages between mobile phones).

As far as I know, most european contries have commited themselves to the "LINK
2000 plus" implementing rule, which mandates the use of datalink (CM and CPDLC)
in upper airspace until 2014; concerning the deployment I can tell that this
service is already implemented by Eurocontrol for the upper airspace of
Netherlands, Belgium and north-west of Germany (Maastricht UIR). 
Germany is going to implement this service for the south-east part of Germany
until the end of the year 2011. 

The main goal is to reduce workload for controller and pilot as well as a
potential increase in ATC automation (some messages may be used by airborne
automated systems and corresponding ground systems).

As far as I know there are different technical approaches and standards (as
well as requirements) depending on whether you want to exchange data with
aircraft en route (upper airspace) or whether you want to exchange data with
aircraft taxiing on an airport.

My guess would be that there will be several co-existing forms of Datalink
(i.e. OSI based on ATN/VDL-Mode2 for Upper and Lower airspace as well as
IPv6/MIMO based Datalink for the airport and approach area).
