Enhancement to CLNP and OSITP dissectors to allow decoding of ATN traffic.

In 1996 the ICAO established ATN as the standard (ICAO Annex 10, technical
provisions in ICAO doc 9705 ) for exchanging data between airborne and ground
based applications. As ATN Internet Communication Service (ATN ICS, up to OSI
Transport Layer ) is an implementation of an OSI the Wireshark dissectors for
CLNP and OSI-TP have been updated to decode ATN with its specific features:
1) CLNP PDU's could be encapsulated in IP PDU'S (IP protocol field: 0x50h, 80d)
2) CLNP security label containing ATN "Traffic Type" and "Security
Classification"
3) different TDPU sizes (due to "32-bit ATN extended Checksum")  
4) check of OSI(16-bit) and ATN extended(16-bit,32-bit) checksums
