The garbled characters seem to be the result of trying to display the time-zone
name.
The time-zone on Windows is obtained by accessing the _tz_name global.
I'm no expert on character sets, so I don't know what's really going on and why
the crash.
Is the character set DBCS on the Japanese version of Windows XP ? If so how
should this be handled ? etc, etc, etc
Presumably one of the Wireshark core developers or someone on the list will
know the answer.
(I'll be interested to learn how this problem gets solved).
