Wireshark's behavior looks correct to me. If you change the tick interval to
1/10th the length of time, then the packets captured within each second are
spread out across ten 10ths of a second and will thus be smaller numbers per
tick. The values in the IO graphs are not averages, but instead the actual
number of packets for each time interval. Does it make more sense now or am I
misunderstanding your bug report?
