You can use Ethereal 0.10.14 by downloading the following packages for Intel or PowerPC for MacOS X 10.4.4 or higher.
They include a small script called AquaEthereal to launch it nicely from a GUI. Those packages do not depend on anything else than a bare bone MacOS X with X11 being installed. So no "fink" or "port" needed. I actually compiled the intel version of the package on a MacBook Pro.
the "not allowed" problem might come from the fact that you either don't have that directory or don't run ethereal as root (however AquaEthereal fixes that for you...)
