There's no such thing as a "packet dissector" development kit and there's no real difference in building a plug-in or the "real thing".
Although there are some reports of sucessfully compilation under newer MS compiler versions, we don't have the manpower to actively maintain two MS compilers. Don't expect a change on this anytime soon, sorry.
