Is there any way that you can set a default of 20M for it in the capture section of the preferences? If so I cannot see where. 

Sorry, but there's no such Preference.
BTW: The current usage model of the capture preferences is odd. We might want to remove (at least some of) the Preferences and replace them with recent settings. So it will simply keep the settings from the last run even if Ethereal was restarted.
