I can confirm that at the moment WinPcap does *not* support Windows 64 bit
edition (either Itanium and x86-64). We are thinking of adding support for
it in the future, but no plan has been defined yet.

This is probably a WinPcap problem. As per my mail, they might not
support 64-bit Windows, even for 32-bit applications (WinPcap includes
kernel code, as it has to include a driver to connect to NDIS to do
packet capture); you could ask them on the winpcap-users mailing list:

although they've noted that it probably needs changes, and that they
have no 64-bit machines on which to do development:
