Were the traces taken on the iPlanet box?

If so, you might want to fiddle with the SSLCacheEntries,
SSLSessionTimeout, and SSL3SessionTimeout values.

If the traces were taken on a client, try doing a trace on both the
client and server at the same time, in order to determine if the CSS is
the culprit.
