"Gone" in what sense?  I just tried

    http://winpcap.polito.it/

and it worked for me.

They moved to that URL from one on www.netgroup.polito.it a long time ago,
so if "gone" means "not in the netgroup.polito.it" domain, try the new
URL.

If "gone" means "doesn't respond", there's probably some network problem
between you and that server (and, right now, as I type this, if there is
such a problem, it doesn't appear to be a problem with their site, as I
can get to it):
