Some drivers and/or card firmware will not pass the control frames to libpcap for processing. I know that the orinoco_cs drivers will report everything but control frames while in RFMON, while the wlan-ng and hostap drivers will report both management and control frames.
Not sure about the Cisco drivers, but if you really want control frames, I'd go with a Prism2 wireless card and the wlan-ng drivers.
