If I run Ethereal on this PC without any filter on the Ethernet interface I can see the packets coming in and out. But if I configure any kind of filter on Ethereal, it does not capture any packets that are destined to or come from the PPPoE IP address.

This is a WinPCAP issue - capture filters are implemented by WinPCAP. I have similar problems when I am connected to my office via a VPN. I see all of the traffic without filters but only traffic in one direction with filters.
