I guess you are using WinPcap 3.0. There is no support for PPP devices in WinPcap 3.0.
WinPcap 2.3 and earlier has a lot of problems with PPP devices, so support for PPP devices was removed completely in WinPcap 3.0.
 
You could maybe try WinPcap 3.1 beta. It should have support for PPP devices by using Network Monitor API.
I haven't tried it yet myself. So I don't know any details about it.
 
Another alternative if you don't get WinPcap 3.1 beta to work could be to use the netcap.exe tool on the Windows XP CD to do the capturing.
Ethereal should be able to read the captures prepared with netcap.exe (Network Monitor file format).
