WinPcap 2.3 was the last version that the WinPcap developers released
with PPP support.  Ethereal's ability to capture on a PPP interface is
based solely on libpcap/WinPcap's ability to capture on that interface.

If the problem is that you're capturing on a PPP link you aren't seeing
any packets, rather than getting an error, you should ask the WinPcap
developers why this is the case.
