I think we started building the Ethereal distributions with newer GLib and GTK+ packages starting with 0.9.15. You might want to mention this to Tor Lillqvist:

as the newer versions might not support Bulgarian locales (or perhaps the older versions had problems that didn't happen to show up with Ethereal but didn't actually check the locale). This is a GTK+ problem, and most of us don't have enough familiarity with the GTK+ code for Windows to know right now what the problem is.
