There is no H.323-plugin that you should load with that version. H.245+H.225 support is built in in that version. 

H.450 is not supported in 0.9.15, so if you need H.450 as well you'll have to use an older Ethereal version with the H.323-plugin or try the CVS version out which should have some suport for H.450.
