Only if those packets are going to, or from, your connection to your 
ISP - in which case they show up regardless of whether you're capturing 
them or not; running Ethereal doesn't make a difference (except, as 
Dave Nicoson noted, when it generates its own traffic - but it doesn't 
generate a lot of traffic to resolve names).

No guaranteed one.  There are some tricks that are claimed to detect 
packet capture programs, but they aren't guaranteed to do so.
