I don't know why that's happening.

However, there will probably be a new Ethereal release soon, and that
version will produce better error messages for that case.  Try the next
release, when it comes out, and, if it doesn't work, report the *entire*
error message (not just the "Cannot initialize Windows Sockets" part -
the next release will say more than just that).
