I think they may have changed the requirement that the card be bound - I
seem to remember that they added that requirement at some point, and I
think they might have removed it in 3.0.  It might be that you and Mr.
Chamberlain are using different versions of WinPcap; it might also be
that it works with unbound cards on NT 5.0^H^H^H^H^H^HW2K but not on NT
4.0.

The WinPcap developers are the ones to ask here, however; I can't give
an authoritative answer.
