The technology is coming, but is not quite ready. Hence there are no 
tools to control it, and it is switched off in normal kernel builds. 
It's called "capabilities".

I use Ethereal by logging in as a user and then su or sudo to get to 
root. I'm not sure if that is what you are doing.
