The only place you get an "Apply" button is in the dialog box for the
current display filter, popped up by clicking the "Filter:" button at
the bottom of the screen.

The dialog box you get when you select "Display Filters..." from the
"Edit" menu is only for editing your list of display filters; it's not
for filtering the current display.  Therefore, it has no "Apply" button.
