It is because of a limitation in the drivers which are available under
windows for 802.11 cards. None of these drivers support receiving 802.11
headers.

VMWare = $299, installing linux and 802.11 support and getting it working =
what is a day of your time worth? I don't think your approach is cheaper.

There are complete 802.11 solutions for Windows from companies like Wild
Packets and NAI, however be prepared to get out your checkbook, and dedicate
a laptop to the task.
